NIC to Introduce New AP e-Challan System to Ensure Transparency in Traffic Enforcement?

 Can a new mobile application fix the flaws in Andhra Pradesh’s e-challan system? That’s the big question as the Andhra Pradesh traffic police prepare to adopt a new digital solution developed by the National Informatics Centre (NIC) under the Ministry of Road Transport and Highways.


The implementation of this new system and public trust will be the real test. Still, it is anticipated that it will rectify a significant breach in the previous Andhra Pradesh e challan mechanism.


What Caused the Shift?

Following the discovery of a startling financial scam involving the purported theft of ₹36.55 crore obtained through traffic challans, a new model has been implemented. The accused? The son-in-law of a former DGP, who reportedly redirected payments into his personal account using a cloned application.


Since the arrest of Avinash, all AP e challan activities across the state were suspended. With servers down and applications frozen, traffic personnel have been managing without digital enforcement for the past two months.


NIC’s Digital Promise—A Game Changer?

To plug the gaps, NIC has stepped forward to offer a fully digital, secure, and user-friendly enforcement system. What's more, the software and technical assistance are being provided completely free of cost.


According to DGP Kasireddy Rajendranath Reddy, the new system will prevent misuse by ensuring that all collections from traffic violations go directly into the DGP’s official account. “No middlemen this time,” he stressed, aiming for clean and efficient governance.


Crucial Elements for Officers and Citizens

The NIC's solution includes more than just internal transparency. The general public is also supposed to find it easier. Among the crucial traits are


  • Real-time AP e-challan generation

  • Using portable devices to quickly and cashlessly pay a fine

  • Sarathi and Vahan's database access

  • Support for DigiLocker and m-Parivahan is integrated

  • Historical records to monitor law enforcement and repeat offenders


These tools are intended to facilitate citizens' compliance with traffic laws while also streamlining enforcement.


Easier AP EChallan Check, Anytime

One of the most convenient upgrades will be the simplified ap e challan check process. Users will be able to view their pending challans, pay instantly, and even store digital receipts for records—all through one app. In order to guard against future abuse, the interface will also support secure payment gateways.


Can Trust Be Restored by the New System?

Whether this new infrastructure can restore public trust is the true question. Manipulation plagued the previous system, which was run by a private IT company called Data Evolve. The NIC-backed platform certainly promises stronger oversight and technical reliability—but only time will reveal how well it's maintained and monitored.


The rollout is expected in the coming weeks, pending final technical checks. For now, both citizens and law enforcement officers are hopeful but cautiously optimistic.
